On January 3rd, 2025, the Prime Minister issued Decree 01/2025/QD-TTg, completely revoking Decision 78/2010/QD-TTg regarding the value threshold for exempting import goods sent via express delivery services from taxes.

Accordingly, Decision 01/2025/QD-TTg stipulates:

• The complete revocation of Decision 78/2010/QD-TTg dated November 30th, 2010, which determined the value threshold for exempting import goods sent via express delivery services from taxes.
• This decision will take effect from February 18th, 2025.

Therefore, from February 18th onwards, VAT will be imposed on imported goods valued under 1 million VND that are sent via express delivery services.
