Product announcement is a mandatory procedure for every organization and individual when launching products on the market legally, to ensure the state management objectives on food safety and protect consumer health. 1. What is a product announcement?

Product announcement is the declaration by a business or individual organization or producer to the competent authority about the quality of imported or domestically produced products that are allowed to circulate nationwide or not. This is a mandatory procedure to announce before importing or circulating goods nationwide.

There are two types of announcements:

• Declaration of conformity
• Declaration of compliance with regulations

2. Order and procedures for product announcement

2.1 Goods belonging to the group of self-declaration of products

• Prepare documents
• Conduct product testing
• The business self-declares the product

2.2 Goods belonging to the group requiring registration of the announcement

• Prepare documents
• Submit documents to the competent receiving authority (by post, online information portal or submit directly)
• The receiving agency will check and evaluate the dossier

If the dossier meets the requirements, a certificate of registration of the product announcement will be issued within 7 days from the date of receipt of the dossier.

If the dossier is not satisfactory, the receiving agency will have a document clearly stating the reasons and legal grounds to request amendments and supplements. After 90 days from the date of the request for amendments and supplements, if the individual or organization does not resubmit, the previously registered product announcement dossier will be considered invalid. If the dossier is supplemented and resubmitted, within 7 days from the date of receipt of the dossier, the receiving agency will appraise and issue a written reply.

3. Notes when preparing documents

• The documents in the dossier must be presented in Vietnamese. In case the original documents are in a foreign language, they must be translated and notarized into Vietnamese and still valid at the time of self-declaration.
• If the product has changes in name, origin and composition, the individual or organization must self-declare it again. In case of other changes, it must be notified in writing and sent to the competent authority receiving the dossier.
• If the organization has 2 or more establishments and produces the same type of product, it is only necessary to submit the dossier to a competent authority in the locality where the production facility is located, selected by the enterprise. In subsequent submissions of self-declaration dossiers, they must also be submitted to the previously selected agency.
